ACM provides most of their online resources for members, but nonmembers will find

This program "provides people with the funding and the training to enter the information technology industry. We fund training and scholarships for students, veterans, individuals with disabilities and others in need." CompTIA works with employers to determine what emerging skills are necessary to work on the latest technologies, and creates certification and non-certification training programs designed to fill these needs. The form is online, and it is easy to complete. Not everyone who applies for the program will be accepted as participation is based on eligibility and available opportunities in your region, but you cannot be selected if you never apply.
"Scholarship For Service (SFS) is a unique program designed to increase and strengthen the cadre of federal information assurance professionals that protect the government's critical information infrastructure. This program provides scholarships that fully fund the typical costs that students pay for books, tuition, and room and board while attending an approved institution of higher learning. Additionally, participants receive stipends of up to $8,000 for undergraduate and $12,000 for graduate students." Funding is available to undergrads in their last 2 years of studies as well as students pursuing grad / PhD degrees. Yes, you will need to "serve" your time in a Federal agency after completing your education, but this looks like an excellent way to pay for college and a good way to get some valuable experience in online security. Only select institutions are participating, so check the most up-to-date list on the website before you begin.

Corner Office has also created a free Customizable Career Portal that you can set up to help gather jobs listings specific to your skills and qualifications while it also provides you with free career advice and resources you can use to help you improve your interpersonal skills and job search techniques. The Career Portal is not IT specific, so others should feel free to try it out. And did I mention that it's free?
A global tech community working to connect recruiters and candidates. They are based in Virginia (no public contact info but the domain registration is public), and the database is huge. Some jobs have contact information for applications in a public spot, but most do not. That means you will have to register your resume in order to see the recruiter and apply for the job listed. Fortunately you can do a lot of searching and reviewing before you must do this. Nice feature -- they do have an indicator for H-1B visas ("need a visa" and "have a visa"). I'll tell you that I did not see anyone saying they would help you acquire an H-1B visa, but there were many listings where the people were willing to talk to current visa holders.

one job listing, at the bottom of the page you will find a quick link to other jobs in the
same location as well as jobs with the same title. Registration not required unless you
