CareerJet
...an international employment search engine. You can search by keywords and location or browse the jobs by industry or location. They also offer subsets of the mega database by country. Select the CareerJet Worldwide tab to view the list of countries and target your search a bit more effectively.
CVOnline
...offers users job listings, a career center, employer profiles, and much more. Started in Estonia in 1996, they have now expanded into regional sites and resources for Latvia, Lithuania, Russia, Poland, Hungary and Czech Republic (select your target from the list to the right.) Each site can be viewed in its native language or English.
Dunross
"Recruiting people from Central and Eastern Europe for companies in the Czech Republic, Poland and the UK." Interested job seekers can review current listings and submit a cv through this site. It is well established in the UK and the Czech Republic. Their presence in Poland is new and not as well developed at the time of review.
Jooble
This career search engine claims to remove duplicate postings and to be much more specific as to locations. In fact, let's talk about those locations. Wow! Select your target country to be taken to jobs for just that area. Be aware that these will be in the native language of the various countries, so be prepared to read other languages besides English as Google Translate doesn't pick up quite everything. Jooble is based in Kiev, Ukraine, which may be one reason they provide excellent coverage of this region of the world. Nice!
Pedersen & Partners
...an executive search firm in Central, Eastern, and Southern Europe with offices in Albania, Austria, Azerbaijan, Bulgaria, Croatia, Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russia, Serbia, Slovakia, Turkey and Ukraine. The names of their many consultants (and their email addresses) are posted here along with brief bios, and qualified candidates are invited to fill in the CV form to register in their database.

This blog is operated by an individual who has been receiving these sorts of announcements for years and decided to create a place for them to be shared and easily accessed by all. He generally updates on Sundays, with possible extra updates for urgent postings. From the front page you can access all the listings in reverse date of posting, but check the tags on the right side to quickly access posts in specific groups (NGO - name, GOV - name, University, Russia - city, USA - city). All posts link back to the organization who posted them.

...job-listing aggregator with sections for Bosnia and Herzegovina, Croatia and Serbia. At this time the site is not available in English, so I can't tell you much more than this.

Bulgaria

Jobs.bg
...well-populated site offering job opportunities in this country. Registration is not required, but it will make it easier to apply for jobs found here. There is an English version of the site, but it is not well populated across the site and it does not include the job announcements which are posted in the language selected by the employer or recruiter. Some are in English, some even require good English language skills, but many (most?) are in Bulgarian.
Karieri.bg
...good classified ads posted by a variety of employers, plus some ads pulled from other job sites in Bulgaria. Registration is not needed in order to search and apply for the jobs. There is an English option on the site, but I think it merely pulls together the acs which are in English, so you only see a portion of the full database. Part of the Economdeia group that also publishes Capital.bg, covering business and other news for Bulgaria and the world.

Georgia (Republic of)

Jobs.GE
...a terrific site for jobs in this country. According to the business reporter from Tbilisi who sent this to me, it is the most popular one for the area and updates daily. It actually lists jobs, scholarships, training opportunities, Tenders/RFPs, and "other", but that last category was empty when I reviewed it. Much of the site is in English, the explanation being the organization posting the ad may be hoping for someone who is somewhat fluent in this language, but many ads are also in Georgian. This free site does not have a resume/CV database. You apply directly to the employer according to the instructions in the ad. They claim to delete all out-of-date ads, and my quick check showed that they kept that promise. Looks great!

Future Trend Executive Search Consultants
...search firm covering all industries and job areas for Greece. They did not have any sample nor current searches posted at the time of review, but they do welcome contact from interested qualified candidates. For persons outside of Greece there is a sample CV form on the front page so you know what they expect to see in yours. Available in English, Greek, and French.

Yes, one of the best-known workforce solutions specialists has an operation in this country! You can review current searches and submit a resume/cv to their database. They offer full-time and part-time positions as well as temporary opportunities for persons ranging from administrative to senior executive personnel. Contact their in-country office in Budapest or follow them on Facebook and/or Twitter to stay informed of the latest opportunities. Job seekers from other countries should contact their local Kelly Services office.
PerforMAN Quality Executive Search
Established in 2003, this firm offers retained executive search services in Hungary and Central and Eastern Europe. The do not post sample searches nor current searches but they encourage qualified executives to contact them. Mid-level to senior professionals -- they have information and jobs posted for you through their TalentSelection service. Both of these sites are in English as well as Hungarian, with some exceptions (job announcements at TalentSelection).

A source for jobs in Romania as well as jobs for Romanians in other countries. The site describes itself as "a stock exchange of jobs." This site lists numerous jobs in several countries and includes trades as well as professional postings. The site is available in Romanian, English, and Italian, but make note of any restriction on applications, such as spoken languages, the language of the application / resume / CV (English or Romanian) and even gender of the candidates they will consider. InfoMunca's parent company is based in Cluj, Romania.
Tjobs.ro
...a site for Romanians interested in working in other countries. This service allows recruiters and employers to register and post their jobs for residents of this country to review. Job seekers must register for an account and create a CV on the site (free), but this also allows you to quickly apply for jobs, save your searches, and review who has received your CV. There is also a lot of information on working abroad including tips on avoiding scams and problems, so please read these carefully. The site is free, but some of the services of the various recruiters might NOT be free. Review these postings carefully. I reviewed the site using Google Translate. If my assessment is incorrect, please let me know.

The AmCham online directory of its membership is not available to non-members, but the calendar of events, news update for Russia and for the organization, and advice for living and doing business in Russia can still be viewed by anyone accessing the website.
The Moscow Times
The Moscow Times is an English language daily featuring news of interest to residents of Moscow and the Commonwealth of Independent States. The Career Center includes jobs, resumes, and articles for you to review.

Navigator Executive Search
...based in the Ukraine with offices in Kiev and Lugansky (and other locations), the recruiter specializes "in the recruitment of senior talent for the management, consulting, finance, human resources, information technology, sales, marketing, manufacturing and engineering disciplines." I reviewed the English version of the site, which noted that they have been in business since 1999 and work with over 250 client companies in this country as well as the region. If you are interested in employment in this region of the world I encourage you to look at this site and contact them.
Association of the Regional Ukrainian Recruitment Agencies (ARKA)
...I found this through Navigator Executive Search, a founding member of the association. It represents the recruiters in Ukraine. You can easily connect with them and review a list of "Hot Vacancies" they are working to fill. The site is available in English.
